Mechanism for Discipline
Preamble:
For organizing the works of the General Directorate for Legal Affairs, the Director General of Police Force issued the Order No. 7 in 2006. It calls for the formation of a specialized court staffed with highly professional and competent officers. They must be selected from officers who are quite knowledgeable on the legal area to investigate offences and crimes committed by police staff. The targeted crimes or offences are those related to the reputation and honour of the police profession (honour and trust) and the administrative consequences of such cases. This was followed by Order No. 81/2006 authorizing the formation of a mechanism for following up on police intelligence reports or any reports pointing out to breaches or police misconduct. This is to ensure the highest degree of discipline within the police force and for applying justice.
Introduction
Due to this, an idea was developed for the creation of a discipline mechanism that complements and supports the work of the Division of Legal Affairs. The Director of Khartoum State Police issued Special Order No. 2 in 2007 that describes the specialization and the responsibilities of the mechanism. It ensures high discipline within the force through speedy processing of high impact cases that are related to honour, trust and public opinion crimes. Also through trial of police staff who commits crimes that tarnish the image of the police and those caught through discipline campaigns. Then the Permanent Order No. 12/2008 was issued by the Director of Khartoum State Police for organizing the procedures for receiving complains against Khartoum State Police members and also organizes the operations of the mechanism. In 2010 the Director of Khartoum State Police issued the Permanent Order No. 2/2010 that clarifies and describes the responsibilities of the mechanism and its coordination role between the police forces of Localities and other administrations.
Speciality and Responsibilities of the Disciplinary Mechanism
- The jurisdiction of the mechanism includes all the units of Khartoum State Police and the branches of specialized administrations within the state.
- Responsible for receiving the daily intelligence reports and immediate dealing with these through calling, investigating, setting up trials and disciplinary committees. The disciplinary measures and trial will be through special court formed for this mechanism.
- It undertakes the start and completion of all the investigative procedures or any requirements for concluding such trials.
- Receives and deals with any special intelligence report issued by other authorities.
- Coordination between the state mechanism and the central one at the headquarters of the Police Security or legal affairs for cases that call for their involvement.
- Has a final say on procedures related to offences and crimes of honour and trust and those of public opinion or any procedures channelled by the director of state police. Also trial of those who commit crimes related to unacceptable behaviour or those detected through disciplinary campaigns.

Conclusion
With reference to what was stated above, we found that during the past period the mechanism has accomplished its role in disciplining the force starting from the general appearance to the conduct resulting in lower rate of crimes committed by police members. Parallel to that, there is an improvement in performance and adherence of force to the dress code. These reflected a better image of the police force in the public eyes. It preserved the respect for the police and silenced the media as almost all loopholes that appeared among the police members were fixed. The police has opened all its records to public with nothing hidden or covered and through full coordination with the media, and hence reaching a high level of trust in the neutrality of the police, its honesty, trustworthiness and its application of the “judge yourself before being tried”
We thank God for these accomplishments made by the Sudanese Police and the advancement it showed in the recent period. It recruited qualified cadres that lead to the decrease in rate of crimes committed by police members as they we are highly equipped with knowledge and understanding and keep themselves at a distance from degrading issues. They are focusing on fully attending to their duties. Their leaders and officers in charge provided guidance and continued education by besides religious advices and awareness lessons organised by the Wholly Quran Society of Khartoum State Police that targeted all the state units.
We pray to God for a continued progress and flourishing of all regular forces members and ask for His full support for them to fulfil their huge duties of safeguarding our country and ensuring the safety and security of its citizens.
