First: Important Incidences
1. On 4/1/2010 a group of 66 students from South Sudan detained three officials of Ministry of Education of South Sudan inside the building of Al-Salam Dormitory in Shambat. They claim that they have not received their financial entitlements for transport to their home areas in the South. The situation was contained by the police through negotiations. The hostages were released after the success in securing part of the required amount. It is noticeable that most of the dormitories of South Sudan students are located within the residential areas and this constitutes a threat to the security of the citizens.
2. The voting stage took place during the period of 11-15 April 2010. This was carried out at a total of 823 voting centers within Khartoum State where 1,411,172 persons casted their votes making 73% of a total of 1,926,430 registered. Extremely high level of preparations and procedures were in place where a total of 30,862 privates and 1,365 officers from all police units participated in securing the referendum processes. A total of 21 police cases were opened under the Elections Law and most of these where for pretention of another identity for voting. There were some quarrels and verbal exchanges between representatives of parties themselves or with the Election Commission’s officers.
The voting stage went with no significant incidents that affected security. There was only one case of significance where around 13 individuals from the rebel Abdel Wahid Mohamed Nour’s faction were detected at Souk 6 in Al-Haj Yousif carrying Molotov and match boxes for setting fire on a group of vehicle tires that they collected. They were detained and cases opened against them. They were subjected to trials which resulted in 10 of them sentenced for one year and three cleared as innocent.
It is worth mentioning that there was a high turnout of citizen in the first day of voting but some technical and administrative mistakes lead to a feeling of disappointment. Of the problems encountered were mixed voting cards between more than one constituency and the non-appearance of some symbols of candidates or replacement of these by others. This led to the issuing of a resolution by the Elections Commission to repeat the voting in 6 constituencies.
3. On 2/6/2010 and around 4:00 pm the doctors and registrars organized a protest march from the doctors’ rest house to the South of Khartoum Hospital through the hospital to the public road. They caused a general disturbance and affected the public safety. They were complaining for not receiving their financial entitlements. When the police force tried to stop them, they throw stones at them a thing that obliged the police to disband them. A total of 11 female and male doctors sustained light injuries. They were rescued to the hospital where they were treated and left peacefully. Some of the participating doctors were detained beside 6 students from Khartoum University who participated in the incident. Cases were opened against these at the Northern Police Station under articles 69 and 77 of the Penal Code. The situation was contained at 4:30 pm with restored tranquility. At the evening of the same day all detained were released through normal bail.
4. On 10/6/2010 and after the Friday prayers the 4 sentenced in the case of the American Diplomat Granfil and his driver were able to escape from prison. They fled from the federal prison using a vehicle that was waiting for them outside the prison. They tried to go through the crossing No. 12 Abu Halief and fought with the force attending to this crossing. They exchanged fire with them leading to the killing of a private and a master sergeant (Musa’id). The vehicle’s driver was caught and a police case under article No. 130 of the Penal Code was opened against him. The driver gave some information and confessions. The case was handed over to the Criminal Investigations for further investigations. An operations room was formed for following up on information on the accused and for developing the necessary arrangements for securing diplomatic missions and important establishments. The area around the crossing was surrounded by joint forces under the command of the Director of Jabel Awleya Locality Police. A police case on the escape of the accused was opened at Bahri Locality.
On 8/7/2010 a citizen at Al-Kalakla informed the Rescue Police Administration of the presence of some persons at a house in Al-Kalakla Al-Qati’ya who behave suspiciously and that they may be the sentenced individuals that escaped from Cooper’s Prison. A force from the Rescue, Operations, CID, Security and Police Security moved to the identified location. An exchange of fire took place which ended up with catching a suspect of Tunisian nationality. Upon interrogation, he confessed that he arrived two weeks ago from Libya with the intension of studying (he is suspected to be one of the hard-line ‘Salafeyin’ group). He informed that he came as a response to a request of another Tunisian person who died during the exchange of fire. From the investigations, the house was found to belong to a person who lives at Al-Kalakla Wad Amara Sq 1 near Asrar pharmacy. Upon the interrogation of this person, he informed that he rented the house around 4 months ago from another who is a rickshaw driver living at Al-Kalakla Sangaat. Information collected revealed that he was detained at the prison in Beirut and was transported to Sudan before some time, besides he is affiliated to the hard-line group of ‘Salafeyin’ (search is on-going for him). In searching the house, 2 pieces from Al-Dar newspaper were found which show photos of the inmates that escaped from Cooper prison and who were the suspects in the case of killing of American Granfil while coming out of the court + a note on Al-Battar Camp (an electronic camp) which is the fighting reference for Osama Bin Ladin + an advertisement of Interpol on the suspect + leaflets of Al-Tahreer Party + Photos of Osama Bin Ladin. A police case was open under articles No. 65/69/139/20/130 of the Penal Code and another case on 51 procedural at Al-Kalaklat Police Station. Exhibitions included a Kilshinkov gun + 3 empty bullets case + 16 bullets. The body of the dead person was taken to the mortuary. The directors of Criminal Investigation Authority, CID and Criminal Directorate besides a large number of police leadership paid a visit to the incident location. They got assured of the progress of the procedures and the security arrangements. The case was handed over to the State Security Prosecution.
5. As a reaction to a video record broadcasted in the Internet (voice and photo) for the execution of a flogging sentence (50 lashes) on a young Sudanese lady, a demonstration was organized at 11 am on 14/12/2010 by some activists, legalists, students and journalists under the name of “No for repression of women”. Most of organizers for the demonstration were women and it was moving towards the Ministry of Justice and the Judiciary. It was contained by the police and a total of 45 male and female suspects were detained against whom cases under the articles 68/69/77 of Penal Code were opened at the Northern Police Station. After completion of the case procedures, a number of opposition parties leaders, including People Congress – Communist – People Movement – Umma Rectify and Renovation – National – Socialists, arrived at the police station. All were released through a strong bail as per the directive of the prosecution. A circulation was issued and distributed by the Initiative for “No for Repression of Women” at Khartoum dated 12/12/2010 directed to the public of the Sudanese Nation under the heading “Together for stopping these ugly crime and humiliating whips”. The circular pointed out to the recording of the video for the flogging procedure (50 lashes) and how the sentence was executed by two police men who took turn in cruelly flogging the young lady in the presence of a judge. The statement pointed out that this incident is considered a repetitive sad scene at the police stations and the courts of public order. At the end of the circular, they requested the following:
a. A radical reform for laws and legal procedures.
b. Abolishing the Public Order Law (Community Security and article No. 152 of the Penal Code.
c. Opening a case for a serious investigation on the stated incidence.
d. The people of the Sudanese nation should stand up against repression and organized humiliation of women and should raise their voices with complain and accusation through all civil means including marches and demonstrations against defected laws and breaching human and women rights. On another side, a non-official demonstration formed by mostly women in front of the Ministry of Justice closed Abdel Moneim Street in the area between Al-Jamaa and the Nile Avenues. This was contained and disbanded. A police case was opened by a member of the National Security Organ against 6 suspects under the article 68/69/77 of the Penal Code at Al-Daraja Al-awla Police Station. All were released through a strong bail as directed by the prosecution.
6. Referendum for South Sudan:
1. The registration process started on Monday 15/11/2010 in a total of 72 centers within Khartoum State.
2. A comprehensive plan was developed for securing this period against all threats. This plan aims at accomplishing the following:
a. Tight protection for the registration centers and stores for the registration materials.
b. Well developed arrangements for treatment of cases on registration process that breaches the referendum law or other laws.
c. Protection of VIPs and prominent leaders of unity and separation.
d. Securing and protection of public buildings, strategic and vital establishments.
e. Securing, controlling and maintaining traffic flow.
3. The plan will be executed by joined forced of 2,726 privates and 162 officers.
4. The state was subdivided into three sectors and a central operations room was established besides subsidiary ones at localities.
7. Illegal fire arms:
Under the framework of collection of illegal fire arms a number of search raids were executed as follows:
a. Jabel Awleya Locality Police:
at 4:30 am on 13/11/2010 a raid was made that targeted the area of Al-Andalus Sq 9 and 17 as well as Al-Amel town Sq 8 in Eastern Al-Kalakla. Combined forces from Central Reserves, Operations, Rescue, Locality Police, CID, Security, Information, Civil Defense and National Security and Intelligence Organ carried out the search. This resulted in detecting 18 pullets of Kilashinkov with a staff of Central Reserve Police-Unified Training. This was treated administratively. Besides, a large amount of local brewed alcoholic drinks were spilled on ground and illegal houses were removed.
b. Um Dorman Locality Police:
Similar raids were organized. These covered the areas of Abu Se’id, Abu Reyal, Wad Albasheer and John Madeed with a force composed of 197 Privates, 17 Officers and 17 personnel carriers. This resulted in removal of negative features. The raids will continue today also, the 17th of November 2010, at the rest of localities along the same outlined objectives.
